What does CAT stand for?

Council As-built Template. It's CCC's Excel template for delivering electronic as-built asset data.

Which template do I use?

Reticulation (water/wastewater/stormwater), Stations (pump stations/plants), Land Improvement (parks/recreation), Land Drainage (open waterways), plus the Council Disposal Sheet for removed assets. Confirm with your CCC project manager before fieldwork, because the wrong template causes rework (CCC, IDS Part 12). See Article 2.

What datum do I use?

Vertical: NZVD2016. Horizontal: Mt Pleasant 2000 (NZGD2000) (CCC, As-built survey and data requirements; IDS Part 12). See Article 3.

Can I just use GNSS/GPS for everything?

No - the SAG sets survey-accurate tolerances (e.g. inverts to plus/minus 10 mm in height) that most GNSS equipment cannot reliably achieve. Use conventional survey methods for inverts and chamber levels (CCC, Survey As-built Guideline).

What help is available?

CCC has example CAT sheets, with related redline drawings to look through, along with the SAG (Survey As-built Guideline) which shows which survey data to collect and gives some basic guidance on completing the CAT sheet attributes.

How do I submit?

Reticulation and Land Improvement CATs go through the online as-built data portal (an FME portal that validates then accepts your data). Stations CATs go by email to the project manager / contract engineer; land-drainage and disposal items also go by email (CCC, As-built data portal; As-built survey and data requirements). See Article 4.

How do I get portal access?

Use CCC's "Request portal access" page to "Request FME Portal access, reset your password or cancel your access." Do it early (CCC, Request portal access).

What else do I submit besides the spreadsheet?

Per the SAG: the CAT, red-line marked-up drawings (every page signed and dated, even if "no changes"), a survey as-built report, and the Stations Asset Pickup Sheet for stations work (CCC, Survey As-built Guideline).

What happens to the data?

It feeds CCC's asset records and the public three-waters network maps, and underpins property/LIM information used by future buyers (CCC, Three waters asset network map; LIM).
