Using the wrong template means rework. Here's how to choose before you go to site.
CCC publishes several different CAT templates because different asset types are maintained by different parts of the Council. Choosing correctly before field data collection begins matters - IDS Part 12 explicitly warns that "different templates may be required as a part of the same project. Engage with the Council representative, e.g. project manager, to ensure the correct as-built template is used to capture asset information before field data collection commences to minimize potential rework" (CCC, IDS Part 12).
Here are the current templates on CCC's "As-built survey and data requirements" page:
1. Reticulation CAT (three-waters pipes and structures)
Covers water supply, wastewater and stormwater reticulation - pipes, laterals, manholes, sumps, valves, hydrants, junctions, thrust blocks and similar. CCC provides one combined Reticulation CAT template (currently version 2.00) plus worked examples for water supply, wastewater and stormwater, each with marked-up drawing examples (CCC, As-built survey and data requirements). The supporting SAG appendices D-H cover gravity wastewater, gravity stormwater, wastewater pressure systems, water supply, and vacuum wastewater systems respectively.
2. Stations CAT (pump stations and treatment plants)
Covers the electrical and mechanical equipment in pump stations and treatment plants. CCC provides a dedicated Stations CAT template and SAG Appendix I - As-built requirements for Stations. In the SAG, "All equipment contained in pump stations (and treatment plants) are to be captured using the Stations Asset Pickup Sheet" (CCC, Survey As-built Guideline).
3. Land Improvement CAT (parks and recreation areas)
Covers parks and green-space assets - gardens, turf, sports fields, walking tracks, playgrounds, furniture, structures and park utilities. CCC provides a Land Improvements CAT template (currently version 3.00), a Land Improvements data dictionary, and SAG appendices J-P covering green assets, furniture, hard surfaces, play assets, structures, sports assets and utilities (CCC, As-built survey and data requirements).
4. Land Drainage CAT (open waterways / overland stormwater)
Covers open waterway-related assets - channels, basins and similar overland stormwater features. CCC provides a Land Drainage CAT template and a dedicated Appendix LD - As-built requirements for Land Drainage. IDS Part 12 requires as-builts "for all open waterway-related assets conforming to the asset features, materials and types listed in Appendix I - As-built data checksheet - land drainage" and asks you to itemise construction cost by major asset type (CCC, IDS Part 12).
5. Council Disposal Sheet (decommissioned / disposed assets)
Not strictly a "build" CAT - it's used to record assets that have been decommissioned or disposed of. It replaced the "decom" tabs that used to sit inside the version 1.00 CAT sheets (CCC, As-built survey and data requirements; confirmed in the Jan 2020 CAT change log: "Removed - Decom Tabs, and a new Decom Sheet has been introduced"). Two practical points
- One project can need several templates. A subdivision with three-waters, a pump station and a reserve could touch the Reticulation, Stations and Land Improvement CATs - plus the Disposal Sheet if anything is being removed.
- Always download the latest version. The SAG instructs you to "always use the latest CAT version when starting a new survey" (the version number sits in cell E2 of the template). CCC updates the templates and SAG periodically - see the April 2022, January 2021 and January 2020 change logs linked from the as-built page.
