Removing or abandoning an existing CCC asset? It has to be recorded too.
When a project removes, abandons or otherwise decommissions an existing Council asset, CCC needs that change recorded so its asset database and public maps stay accurate. This is done with the Council Disposal Sheet.
What changed
The Disposal Sheet "replaces the decom tabs which were available within the version 1.00 CAT sheets. It includes guidelines and an example of a completed template" (CCC, As-built survey and data requirements). The January 2020 CAT change log confirms: "Removed - Decom Tabs, and a new Decom Sheet has been introduced." So if you've worked off an old CAT before, note that decommissioning data no longer lives in a tab inside the build CAT - it's a separate sheet.
Who completes it and where it goes
CCC sets out two routes:
- Stations assets decommissioned/disposed of: "Council project managers are requested to populate the Council Disposal Sheet and distribute it to contractors for finalisation. Council project managers, please submit the completed council disposal sheet via SharePoint" (CCC, As-built survey and data requirements).
- Land improvement assets decommissioned/disposed of: "Contractors are requested to populate the Council Disposal Sheet and email it to CCCAssetDisposal@ccc.govt.nz for finalisation and processing."
What to capture
For decommissioned geospatial assets the SAG requires a tabular record including the GIS Domain (e.g. WwManhole), GIS ID, date of decommission, reason for decommission (from a pick list), action taken (from a pick list), and the project/CP/resource consent number it was decommissioned under. For non-geospatial assets, the SAP equipment ID or functional location is recorded instead of GIS details (CCC, Survey As-built Guideline).
The SAG also flags a responsibility point: if you haven't been given the list of assets to be decommissioned, "it is the contractor's responsibility to ensure that all GIS information and asset registers are obtained from council in order to accurately identify assets for decommissioning." Don't guess GIS IDs - get them from CCC.
